ANC 2B Single Member District 6 Election

November 12, 2003


The election for 2B06 Commissioner will be held on November 12, 2003 . The name of the winning candidate will be announced after all ballots have been counted by the two Commissioners appointed to oversee the election, Darren Bowie and Carol Mitten .

On October 2, 2003 , the DC Board of Elections and Ethics certified that three individuals have met the qualifications to fill the vacancy for the remainder of the term which expires January 2, 2005 :

  •             Michael Beidler , 2112 Ward Court, NW

  •             George Britton , 415 Twenty-First Street, NW

  •             Myron Mike ” Silverstein, 1301 Twentieth Street, NW, #811

By law, this vacancy must be filled by November 30, 2003 . When a winner has been declared by the Commission, the Executive Director of ANC 2B will transmit to the Board of Elections and Ethics a resolution signed by the Chair and the Secretary signifying that the vacancy has been filled. The newly-elected Commissioner must be sworn in by a Council member prior to assuming his official duties.

Balloting will take place from 6 pm until 8 pm in the Community Room of the Jewish Community Center, (16th & Q Streets, NW). Voters whose names appear on the Board of Election’s voter list for SMD 2B06 may cast a ballot. Each voter will be required to bring a voter’s identification card or a piece of identification showing their address within the boundaries of Single Member District 2B06. (Note: the Jewish Community Center requires a photo ID to gain entry into the building.)

Ballot distribution & counting  

Balloting commences at 6 pm and concludes at 8 pm. Robert Richardson will a) match the voter identification card or other identification against the BOEE-supplied voter list, marking those individuals who receive a ballot, b) issue the ballot, and c) designate a receptacle for completed ballots.

At 8 pm Commissioners Mitten and Bowie will tally the votes separately and will announce a winner only when their tallies are equal.

 Qualified voters & ballots:

  • A voter whose identification address matches the address found on the BOEE voter list may cast a ballot.
  • A voter whose voter identification card shows that he resides in 2B06 may cast a ballot, even if his name doesn’t appear on the voter list.
  • A voter who fails to provide either a form of identification showing his current address or a voter identification card will not be allowed to cast a ballot.
  • A voter who has been given a ballot will be allowed to exchange an invalidated ballot (ruined, marked in error, ripped to shreds) for a new one. A voter who has been given a ballot will not be given a second ballot which would enable him to cast more than one ballot.

Provisional or Challenge Ballots

A voter whose qualification cannot be determined (using the voter list and in the absence of a voter identification card) will be given a provisional or challenge ballot which, when cast, will be sealed in an envelope marked with the voter’s name and address, and set aside from all regular ballots. If, when all the regular ballots have been counted, the total number of provisional or challenge ballots is greater than or equal to the difference between the number of votes cast for the two candidates who received the highest number of votes, the Commission will request that the Board of Elections and Ethics determine the qualification of each individual who cast a provisional ballot. Those qualified ballots will be counted by two impartial individuals and added to the counts recorded by Commissioners Mitten and Bowie on November 12. The Commission will then certify the winner of the election. If the total number of provisional ballots is less than the difference between the number of votes cast for the two candidates who received the highest number of votes, the provisional ballots will not be counted, as they would have no effect on the outcome of the election. In this case, the Commission will certify the winner of the election.  

Other ballot considerations:

  • A ballot showing more than one candidate chosen will not be counted.
  • A ballot showing no candidate chosen will not be counted.
