DUPONT CIRCLE ADVISORY NEIGHBORHOOD COMMISSION (ANC 2B) -- AUGUST MEETING SUMMARY

Below is a summary of the actions taken by the Dupont Circle Advisory Neighborhood Commission (Commission or ANC 2B) at the August 13, 2003, Regular Meeting. Please note that this summary does not constitute an official record of the meeting. Contact the Executive Director or appropriate Commissioner for additional information.

Public Safety Issues

-- The newly revised Metropolitan Police Department (MPD) Police Service Area (PSA) Boundaries were presented. ANC 2B unanimously reaffirmed its support of contiguous ANC/PSA boundaries and endorsed the most recently revised boundaries, dated July 29, 2003, which largely meet this objective. The Commission requested that Commander Larry McCoy, commanding officer of MPD’s Third District, attend ANC 2B’s next meeting to discuss the proposed PSAs and police deployment.

-- It was announced that the Dupont Circle Public Safety Committee will meet on Tuesday, August 19, 2003, 7 pm, at the Third District Headquarters (17th & V Streets, NW - see below for further information) and that PSA 309 (East Dupont/Logan Circle neighborhoods) would meet on Thursday, August 21, 2003, 7:30 pm at the DC Jewish Community Center (16th and Q Streets, NW).

General Items

-- Representatives of the Public Service Commission and Washington Gas announced that natural gas rates could be expected to be at record levels during the coming winter season. Consumers were encouraged to conserve and plan accordingly. Natural gas deregulation and customer choice were also overviewed. Contact (202) 626-5120 or www.dcpsc.org for additional information.

-- Representatives of a new non-profit group called Our Nation’s Capital described the mission of the organization to educate residents and those around the nation regarding the structural financial disadvantages inherent in the current Federal/District relationship. ANC 2B passed a resolution of support for these efforts. The group was started by residents of ANC 2B. For more information, contact Dick Suisman on (202) 462-7576.

-- Clark Ray, the Mayor’s Ward 2 Neighborhood Services Coordinator, described the role of his office, which is to coordinate multi-agency responses to neighborhood needs and problems. Mr. Ray may be reached on (202) 671-4095 or by email at clark.ray@dc.gov.

-- Aimee Occhetti, of the Office of Property Management (OPM), provided an update on the status of the space known as Dupont Down Under. This space is the former trolley station which is below Dupont Circle. The District’s lease of this space was in dispute in bankruptcy court until recently. The court determined that Kalorama Sports (owner of Washington Sports Clubs) -- which had been a sublessor -- would assume the lease with District as the primary lessor was in default. Ms. Occhetti noted that, with the court case settled, OPM has selected an appraiser to asses the value of the property so that a rental price could be determined. Upon completion of this process, OPM will work with the lessor on a potential use for the space. The lease on the property extends to 2013. The Commission voted send a letter to OPM requesting that the agency not finalize negotiations with the lessor on rent prior to engaging ANC 2B on the use for the property. (2B02)

-- ANC 2B heard testimony about sewer and sewage back-ups during storms in July, 2003. ANC 2B voted to send a letter of inquiry to the Department of Public Works and the Water and Sewer Authority regarding these persistent problems. (2B01, 2B03, & 2B09)

-- ANC 2B voted to support a proposed Mayor’s Order on the Public Space Committee, which would update the existing order (which refers to incorrect agencies) and change the composition of the committee from one solely comprised of District government employees to one with a mix of residents, business owners, and government representatives.

-- ANC 2B voted to adopt the Quarterly Financial Report for the first quarter of FY 2003.

ABC Issues

-- ANC 2B considered a request by Visions Cinema, located at 1927 Florida Ave., NW, for certain changes to their voluntary agreement related to the hours of service in the “summer garden” and other matters. ANC 2B voted to authorize Commissioner Halligan to continue negotiations and present a proposal to the Commission for consideration at a future meeting. (2B01)

-- ANC 2B considered an application for a new ABC license by Jojo Restaurant & Bar, located at 1518 U Street, NW. ANC 2B voted to protest the application and authorize the negotiation of a voluntary agreement to address issues of neighborhood concern. The Commission noted that it anticipates that issues may be resolved before the ABC hearing date in mid-September. (2B09)

-- ANC 2B considered an application by Oodles Noodles for ABC service at their sidewalk café. ANC 2B voted to support the application and a stipulation for immediate ABC service subject to the execution of a voluntary agreement on the dimensions of the sidewalk café space. The applicant and ANC 2B are in agreement that 12 feet of unobstructed passage be allowed on the sidewalk instead of the standard 10 feet; the applicant is already in compliance with this request.
